This is a vintage Have-A-Heart 6-Ball Dexterity Puzzle from Shackman & Co from 1993 No. 3047.  It is new & sealed in the bag & has never been opened or used.  This is out of print & you can't buy it in a retail store anymore.  It measures approx 5 x 5" & is a perfect Valentine's Day gift for a child or an adult collector of vintage toys.  It has Victorian Hearts with sweet messages & there are 6 balls to get into holes.
